Smith emphasized that governments alone should not shoulder the responsibility for addressing these challenges. It is noteworthy that Microsoft itself has been investing in AI research and development. The company reportedly aims to power OpenAI’s viral chatbot, ChatGPT, using a new series of specialized chips. However, Smith clarified that Microsoft’s efforts do not absolve them of responsibility. Irrespective of governmental regulations, the company is committed to implementing its own AI-related safeguards.

Smith’s stance aligns with the recommendations put forward by OpenAI’s founder and CEO, Sam Altman. During his testimony before Congress on May 16, Altman advocated for the establishment of a federal oversight agency that would grant licenses to AI companies. Smith expressed support for Altman’s proposal, suggesting that “high risk” AI services and development should be restricted to licensed AI data centers. These measures seek to strike a balance between fostering innovation and ensuring responsible deployment of AI technologies.

Calls for increased oversight and control over AI have gained momentum in recent months. The Future of Life Institute, on March 22, published an open letter signed by prominent tech industry leaders, including Tesla CEO Elon Musk and Apple co-founder Steve Wozniak. The letter appealed for a temporary halt to AI development, attracting over 31,000 signatures thus far.
